yes. I cant use my stlink and blue pill module, STM32F103C8 (Blue PILL) and STM32F103CB6T(STLINK clone). Driver not properly not installed and also I cant debug and flash my target board.

I got below error

Target not found,

SWDIO/SWCLK not correctly connected.

ST-LINK not connected to VTarget and GND.

And you've measured 3 or 3.3V ?

I'm not using blue pill boards, if it has a USB port you could try pulling the BOOT0 pin high and seeing if will connect in DFU mode. If so you could use the Cube STM32 Programmer application. ​
