Keil has a free IDE for ST Micro CM0(+) devices.
You'll want an ST-LINK programmer.
And a board with your target part or close proxy.

Thanks for your reply, much appreciated. Would you know which connections I would need to program my board i.e. a datasheet or similar? I am using a TSSOP - 20 pin STM32L0 processor, however can't find any development board with this device. I want to use a device which is either the same or very similar. Would you know of any?

For hardware connections, you need to refer to AN4467 (Getting started with STM32L0xx hardware development).
