I notice that there is no ADC ref pin on these devices what is the best low cost solution to get a good 5V ref.

Is it just to use a good 5V regulator or are there any other methods?

It can be done using good voltage regulator. There is one application note available, downloadable from the same site i.e AN1636 ''UNDERSTANDING AND MINIMISING ADC CONVERSION

ERRORS''.

Effectively on some devices Vdda is internally connected to Vdd and Vssa to Vss.
