"HTTP Access Forbidden" trying to download firmware package

every time I try to open a new project, I get this message that part of the firmware is missing and when I try to connect in the updates and connection, I get Http access forbidden.

So - are you behind a proxy? 

Try to download the FW_F1... package from the ST website and install it from the zip files (the 1.8.0 first, then the patch 1.8.7).
